Acceptance scope
Acceptance requirements
1. The application materials are complete. 2. The application materials conform to the Notice of Guangdong Provincial People's Government on Issuing Measures for the Graded Examination and Approval Measures for Environmental Impact Assessment Documents of Construction Projects of Guangdong Province, the Notice on Issuing the 2019 List of Construction Projects Examined and Approved by the Department of Ecological Environment of Guangdong Province (including nuclear and radiation construction projects). Projects that either span cities or, though not spanning cities, cause inter-city impacts and are disputed are excluded.
Online processing procedure
1. Application
The applicant shall submit the electronic materials online according to the catalogue of application materials. The materials will be accepted if they are complete and in line with the acceptance requirements. If the materials are not complete or are not in line with the application requirements, they will be returned to the applicant.
2. Acceptance
(1) Online preliminary acceptance
Materials submitted online will be reviewed preliminarily by the handling personnel and feedback will be given within one workday (not included in the time limit of examination and approval procedures). If the applicant qualifies for the application, the application will be accepted and a receipt will be issued; if the applicant does not qualify, the application will be rejected with reasons explained.
(2) Final acceptance
After the applicant passes the preliminary acceptance, the handling personnel will formally accept the application (immediately, but not included in the time frame of examination and approval procedures) with a public announcement (except for confidential projects). The time period for the public announcement will be no less than five workdays (special procedures are not included in the time limit of examination and approval procedures).
3. Examination
(1) After the public announcement, feedback on the examination of the application will be given and the handling personnel will make a preliminary decision of whether to approve the application.
(2) A pre-approval public announcement of the application will be issued (except for confidential projects) and the time period for the announcement will be no less than five workdays (special procedures are not included in the time limit of the examination and approval procedures).
(3) The time limit of the examination and approval procedures does not include the time needed for special examination procedures such as on-site investigations and hearings.
4. Approval
The handling personnel will make a decision of whether to approve the application.
5.Certificate issuance
The approval document of the construction project environmental impact assessment report form will be issued.
6.License collection
The applicant shall claim the document by mail.
Offline procedure
