Pingshan unveils policies, projects at conference

Shenzhen is composed of nine administrative districts, one new area, and the Shenshan Special Cooperation Zone in Shanwei. While all 11 areas share Shenzhen’s defining spirit of innovation, each has its own unique characteristics. This page delves into the latest advancements in Pingshan District, a vibrant area in northeastern Shenzhen. PINGSHAN District announced eight industrial policies and measures alongside 30 key projects covering industries, livelihood, and urban construction during its 2025 high-quality economic development conference on Feb. 7.


Focusing on industries, investment, and consumer spending, the conference called for accelerating the establishment of a modern industrial system, fostering new quality productive forces, and advancing Pingshan’s high-quality development.


As an industry-centric district, Pingshan has focused on developing its “6+3” industrial clusters. During the conference, eight industrial policies and measures were introduced to stimulate enterprise innovation and industrial development. These policies encompass industry-university-research integration, financial assistance for SMEs, management and supply of industrial land, carbon peaking and neutrality initiatives for the new energy sector, innovative pharmaceuticals, a three-year plan for the low-altitude economy, support for the Bay Area Intelligent Connected Test Field, and the promotion of culture, sports, tourism, and consumer spending.


The conference also outlined 100 scenarios across 10 areas to explore opportunities in fields such as artificial intelligence, vehicle-road-cloud integration, low-altitude infrastructure, and photovoltaic energy storage and charging.


The 30 key projects presented will provide substantial support for establishing a modern industrial system, improving citizens’ quality of life, and enhancing urban functionality.


Notable projects include the construction of the BYD Power Battery R&D Center, the launch of an automotive chip testing initiative, the opening of the BIT Shenzhen Automotive Research Institute, and the establishment of more schools, hospitals, affordable housing, and sports and cultural venues.


Additionally, plans are in place to expedite the construction or renovation of more roads and Metro Line 19. Over the next three years, a total of 4.5 square kilometers of land will be designated for industrial use.


During the conference, the Pingshan District People’s Government signed collaborative agreements with two land-developing entities, five financial institutions, and 10 venture capital firms.
