In order to strengthen the management of and establish an incentive mechanism for the domestic waste classification, and to promote a city-wide involvement and participation in this practice, the Urban Administration and Law Enforcement Bureau of Shenzhen Municipality promulgated the “Incentive Measures of Shenzhen Municipality on Classification Work of Domestic Waste” (hereinafter referred to as “Measures”). The “Measures” are based on the relevant regulations from the “Measures of Shenzhen Municipality on the Classification and Reduction of Domestic Garbage”, which was promulgated by Decree No. 277 of Shenzhen Municipal People’s Government on June 23, 2015.
According to the “Measures”, Shenzhen will reward individuals, families and residential communities that make significant contributions to waste classification starting Nov 1, 2019 with 1,000 yuan, 2,000 yuan and a maximum of 300,000 yuan respectively.
Outstanding residential communities in waste classification will be honored as a “Green Community” and receive a subsidy of 100,000 yuan per 1,000 households, with 5 percent less given for every reduction of 100 households and 5 percent more given for every additional 100 households until the total subsidy equals 300,000 yuan.
Such subsidies can only be used for purchasing waste classification facilities, waste classification promotion and training, and waste classification labor costs. The property management companies serving a Green Community will be given priority in applying for the selection of green property management in Shenzhen and get subsidies upon approval by the city’s housing and construction authority.
Families with notable achievements in household waste classification will be honored as an “Outstanding Family” with formal commendation and reward of 2,000 yuan, and will be given priority in applying for the selection of the “Civilized Family” and “Most Beautiful Family” in Shenzhen.
Individuals devoted to waste classification who make outstanding contributions, such as supervisors, volunteers, teachers and other individuals engaged in waste classification, will be honored as a “Devoted Individual” with formal commendation and a reward of 1,000 yuan. Related information will be added to the social credit system of citizens.
The plan will be effective for three years starting November 1, 2019.
