On May 22, 2024, the Shenzhen Municipal Human Resources and Social Security Bureau, Public Security Bureau, Development and Reform Commission, and Bureau of Government Services and Data Management jointly launched a "one-stop efficient service for talent introduction and household registration," enabling the entire process of talent introduction and household registration to be completed online. The initial service is applicable to recent graduates and returned overseas students, allowing them to complete the Shenzhen household registration process from the comfort of their own homes in as little as half an hour.
It is understood that the introduction of non-local talents into Shenzhen involves multiple processes, including "qualification verification" by the human resources department, "household registration quota application" with the development and reform department, and "household registration transfer" by the public security department. Shenzhen's talent introduction and household registration process has been optimized multiple times. Previously, after obtaining online household registration qualifications, recent graduates needed to travel between their original place of residence and Shenzhen to handle household registration procedures at the public security bureaus. After the implementation of the "cross-province one-stop service" for household registration transfer in 2023, applicants no longer needed to return to their original place of residence but still had to go to the public security bureau with the required materials. The entire process took at least a week.
The launch of the "one-stop efficient service for talent introduction and household registration" allows the talent introduction and household registration handling system to seamlessly share data with the national household registration population management database, enabling the efficient and effective retrieval of data. The original offline household registration transfer has shifted from "people running errands" to "data running errands," enabling the entire process of talent introduction and household registration to be completed online and in real-time.
Recent graduates and returned overseas students can now enjoy "one-hour household registration" service by simply selecting "efficient service" when applying for talent introduction and household registration online.
In the future, the human resources and social security bureau will create more service scenarios that involve joint review and parallel approval across different levels, regions, systems, departments, and businesses, comprehensively improving the overall quality and efficiency of services.
