Longhua District issued a guideline on the construction of a low-altitude ecnonmy pilot demonstration zone on March 28.
Longhua's commitment to low-altitude economy growth
Longhua's dedication to developing the low-altitude economy has been evident since last year, with a series of initiatives put in place. These include being the first in Shenzhen to introduce a district-level low-altitude economy industry implementation plan, incorporating low-altitude economy into the district's modern manufacturing industry system, and hosting significant industry events such as the Shenzhen eVTOL World Conference.
Establishing a low-altitude economy pilot zone
By the end of 2024, Longhua aims to have a fully functional low-altitude infrastructure, leading the nation in intelligent last-mile delivery and offering a variety of aerial cultural and recreational experiences. The plan outlines specific measures, quantified goals and detailed tasks, providing clarity on Longhua's direction and approach in the field of low-altitude economy.
Enhancing infrastructure and application scenarios
Longhua has laid out 18 key tasks focusing on accelerating low-altitude infrastructure development, creating demonstration scenarios for low-altitude applications, improving the low-altitude industry ecosystem, and enhancing flight service support systems. The district plans to add over 40 low-altitude vehicle takeoff and landing platforms and last-mile delivery facilities, aiming to open more than 35 drone routes within the district and achieve over 300,000 commercial flights per year for cargo drones.
Immersive experiences and urban commute advancements
Emphasizing "industry leadership and scenario-centric" development, Longhua has established the first drone smart airport demonstration point in the country and opened multiple drone distribution and medical routes. The district aims to create low-altitude theme parks and flying camps, offering residents a tangible low-altitude experience and a more three-dimensional view of Shenzhen.
Record investment with majority private funding
The construction plan includes 27 projects with a total investment of 2.16 billion yuan, of which 96.4% will be privately funded. This high level of private investment confidence reflects the industry's optimism about the vast market potential and economic benefits of low-altitude economy.
Comprehensive layout for low-altitude industry ecosystem
Longhua is focusing on building a comprehensive low-altitude industry ecosystem, including flight test infrastructure, management and service platforms, favorable policies and business environment, investment funds, financial services, communication networks, and talent development.
Seizing opportunities for high-quality development
Longhua continues to seize opportunities and promote the detailed implementation of the construction plan. The district is committed to improving industry support, building an ecosystem, expanding application scenarios, strengthening intellectual support, and optimizing industry chains to achieve high-quality development in low-altitude economy.
