Irkutsk, situated at the northern end of Lake Baikal in Russia, at the confluence of the Angara and Irkut rivers, is the second-largest city in East Siberia and the only major industrial city in Siberia. Shenzhen signed a Memorandum of Understanding to enhance exchanges and cooperation with Irkutsk on Nov. 17, 2012.
