Buenos Aires, the capital city of Argentina, serves as the political, economic, and cultural center of the country, and is the second-largest city in the Southern Hemisphere, following São Paulo. On May 31, 2012, Shenzhen signed a Memorandum of Understanding to enhance exchanges and cooperation with Buenos Aires.
