Haiphong, located 102 kilometers northeast of the capital Hanoi, is a centrally governed city in northern Vietnam, ranking as the third-largest city after Hanoi and Ho Chi Minh City. Shenzhen signed a Memorandum of Understanding for friendly exchanges and cooperation with Haiphong on Dec. 28, 2008.
