Mindelo, the largest city and port in Cape Verde, is located on the northwest coast of São Vicente Island, approximately 800 kilometers southeast of Dakar, Senegal. Shenzhen signed a Memorandum of Understanding to strengthen exchanges and cooperation with Mindelo in January 2008.
