Starting Oct. 2023, the Measures of the Shenzhen Municipality on Medical Insurance (hereinafter referred to as the Medical Insurance Measures) has officially taken effect.
The Medical Insurance Measures regulates the medical insurance system, establishing separate systems for basic medical insurance for employees and basic medical insurance for residents. Among them, the basic medical insurance for employees is divided into two tiers based on their contributions and corresponding benefits.
Strictly adhering to the medical insurance contribution standards specified in the Guangdong Province medical insurance benefits list, the Medical Insurance Measures standardizes the contribution base and upper and lower limits for the two tiers of employee basic medical insurance. The contribution base is determined based on the individual's monthly salary. The upper limit is set at 300% of the average monthly wage of urban employees in the city in the year before last, and the lower limit is 60%, significantly reducing the burden on enterprises in the city.
Due to the differences in individual medical insurance accounts and benefits, the contribution rates for the two tiers of employee basic medical insurance are different. The contribution rate for the first tier remains unchanged at 8%, while the second tier follows the minimum rate of 2% as specified by Guangdong Province.
The contribution base for resident basic medical insurance is set as the disposable income of urban residents in the city in the year before last, with a rate of 1.8%. The contribution responsibility is shared proportionally by individuals and the government, with subsidies appropriately tilted towards children and college students.
