Shenzhen National High-Tech Zone, located by Shenzhen Bay and with a planned area of 11.52 square kilometers, was established in December 1996. It is one of the 10 pilot world-class high-tech zones built by the Ministry of Science and Technology. In April 2019, in order to better demonstrate the driving role of the high-tech zone, the Shenzhen Municipal People's Government implemented the expansion of the high-tech zone, forming a development layout of "one zone, two cores, and five parks." The total planned area was expanded from 11.52 square kilometers to 159.48 square kilometers. After more than two decades of development, Shenzhen National High-Tech Zone has consistently followed the two main directions of "developing high technology and achieving industrialization." By vigorously implementing the strategy of innovation-driven development, it has become the core engine leading technological innovation in Shenzhen, a demonstration base for the development of high-tech industries, and one of the regions in the country with the most concentrated innovative resources, the most vibrant innovation atmosphere, and the best entrepreneurial environment.
Shenzhen National High-Tech Zone continues its robust and progressive economic development, consistently ranking among the best in the country for several consecutive years. According to the Torch Statistical Survey for 2023, the high-tech zone achieved a notable industrial output value of 1.79 trillion yuan, marking an 8.5% year-on-year increase, along with an operating revenue of 2.61 trillion yuan, reflecting a 6.2% year-on-year growth. With 6,974 high-tech enterprises, 211 listed companies at home and abroad, 234 national-level "specialized and new" firms, and three Fortune Global 500 enterprises, the high-tech zone stands as a vibrant hub of innovation and economic prowess.

The Nanshan park of Shenzhen National High-Tech Zone covers a total area of 20.04 square kilometers, of which 11.52 square kilometers are in the Shenzhen Bay area. The remaining areas include Liuxiandong (1.8 square kilometers), Shenzhen University Town (4.48 square kilometers), and Shibilong (2.24 square kilometers). Currently, the Nanshan park has initially established a south-north axis of technological innovation,with the Shenzhen Bay and Liuxiandong areas as the core components of a strategic emerging industry cluster and the Shenzhen University Town and Shibilong areas as the key parts of Xili Lake International Science and Education City, focusing on research and innovation. This innovation axis has nurtured a number of enterprises with annual revenue surpassing 10 billion yuan and attracted numerous top-tier universities and research institutions, becoming a hub for the development of high-tech industries and the transformation of research achievements in the city.
Pingshan park of Shenzhen National High-Tech Zone
The Pingshan park of Shenzhen National High-Tech Zone is located in the northeast of Pingshan District, with a total planned area of 51.6 square kilometers. It has three national-level industry bases, including the national new energy (automobile) industry base, the national biotechnology industry base, and the national new industrialization industry demonstration base, as well as one comprehensive bonded zone. It has formed an industrial cluster with new energy (automobile) and intelligent connected vehicles, biopharmaceuticals, and new-generation information technology and intelligent manufacturing ("smart vehicles, innovative drugs, and Chinese chips") as the core.
Bao'an park of Shenzhen National High-Tech Zone
With a total area of about 23.52 square kilometers, the Bao'an park of Shenzhen National High-Tech Zone consists of four areas: Jiangang Mountain Area, Shiyan South Area, Tiezai Mountain Area, and Xinqiao East Area. The Jiangang Mountain Area covers an area of 2.2 square kilometers and focuses on industrial clusters such as ultra HD television displays, software and information technology services, and broadband communication network. The 12.98-square-kilometer Tiezai Mountain Area places special emphasis on industrial clusters that include ultra HD television displays, broadband communication network, smart terminals, and innovative materials. The 6.11-square-kilometer Shiyan South Area focuses on industrial clusters that include ultra HD television displays, industrial mother machines, and smart terminals. The 2.23-square-kilometer Xinqiao East Area is dedicated to industrial clusters that include additive manufacturing, lasers, and industrial mother machines.
Longhua park of Shenzhen National High-Tech Zone
With a total area of about 17.78 square kilometers, the Longhua park is located in the geographical core of the northern part of Shenzhen and is a key component of Shenzhen's major strategic expansion northward. The Jiulongshan Intelligent Science and Technology City-Fumin Innovation Park area, enclosed by Huanguan South Road, Guanlan Boulevard, Guanguang Road, and Jiulong Mountain, spans 13.55 square kilometers. The Guanlan High-tech Park region, spanning 4.23 square kilometers, is surrounded by Meiguan Expressway, Jihe Expressway, Huanguan South Road, and Banlan Boulevard. The park focuses on developing key industry clusters such as biomedicine, mobile intelligent terminal devices, and artificial intelligence.
Longgang park of Shenzhen National High-Tech Zone
The Longgang park of Shenzhen National High-Tech Zone comprises two distinct areas: Banxuegang Science and Technology City and Baolong Science and Technology City, spanning a total area of approximately 46.54 square kilometers. Banxuegang Science and Technology City, covering 28.51 square kilometers, is designed to be a hub for the ICT industry, spearheaded by Huawei. On the other hand, Baolong Science and Technology City, spanning 18.03 square kilometers, has evolved into a center for integrated circuits and new energy industries, with a significant influence extending across the southern region.
